 Title: Prohibiting state government entities from including specified terms related to labor organization agreements in construction related contracts and grants.

Despite its name, this bill would not simply protect domestic workers (childcare, caretaking for the elderly or infirm, housekeeping, etc). Rather, it would expand the scope of private-sector labor unions beyond the National Labor Relations Act, to include domestic workers. This would bring with it the myriad of associated issues that follow, sacrificing the rights of employers and employees for the special legal advantage of labor unions.

This bill would allow government union activists to receive pension benefits for conducting union business “on the clock” for the state, instead of requiring them to actually do the jobs for which taxpayers are paying them. This is a variant on Official Time legislation, where taxpayers are forced to financially subsidize the operation of private organizations (labor unions).

This bill imposes Project Labor Agreements on the construction of energy generation facilities, requiring that they be "constructed using unionized labor" unless "unionized labor was not available". Such legislation seeks to corral more workers into labor unions by discriminating against otherwise-qualified contractors.
